As of December 5, 2025, International Paper's Eugene-Springfield recycling facility is officially certified to operate as a Commingled Recycling Processing Facility (CRPF), having received its state permit from the Oregon Department of Environmental Quality (OR-DEQ).
Commonly known as a Materials Recovery Facility (MRF), this designation authorizes our Eugene recycling plant to process commingled - or mixed - materials under the Plastic Pollution and Recycling Modernization Act. This landmark legislation, which went into full effect on July 1, 2025, was designed to update Oregon's recycling systems to be more resilient, transparent and environmentally beneficial.
Securing this permit is a significant milestone for our operations and for the community. By aligning with the state’s new modernization standards, we are ensuring that recycling remains a viable and trusted service across the region.
The Eugene-Springfield facility serves as a critical infrastructure hub, providing essential recycling services for waste haulers and municipalities throughout the local Lane County, Oregon area, the broader Central and Southern Oregon regions as well as Washington, Idaho and Northern California.
A key component of the Eugene-Springfield recycling facility's mission is the commitment to ethical downstream processing. All recovered materials are sent to certified Responsible End Markets (REMs). This includes cardboard, which is processed locally at International Paper’s Springfield, Oregon paper mill, supporting a circular economy that keeps Oregon’s resources within the region.
