Naraine_2019Neil Naraine is the Director of Government Relations for International Paper directing all aspects of federal legislative and regulatory policy for energy, environment, and sustainability issues. Neil spear-heads strategic change with impact on top and bottom line financials, short and long-term business goals, and company global reputation. In addition, he serves as Coordinating Chairman of Business Roundtable’s Energy & Environment Committee, representing company and broader cross-sector industry efforts. 

Before joining International Paper, Naraine served as the senior director of government relations for a large electric utility, Public Service Enterprise Group, where he owned policy and advocacy efforts for diverse areas including wholesale electricity markets, post-Fukushima nuclear regulations, U.S. Environment Protection Agency (EPA) environmental rules, and tax reform with impact on business profitability and growth. 

Prior to joining the private sector, Naraine was recruited by the EPA to serve as primary point of contact and SME for all political activities related to scientific research with the White House and Congress for the Office of Research & Development. Neil prepared senior witnesses for hearings and finalized testimonies prior to Questions for the Record. 

Additionally, Neil was the majority staffer for the U.S. Senate Environment and Public Works Committee Chairman, Senator Jim Inhofe. In this role, Naraine was responsible for setting the nuclear oversight agenda for the full committee as well as assisted EPA and the U.S. Nuclear Regulatory Commission political appointees in preparing for U.S. Senate confirmation hearings.   Naraine has also served as a U.S. Representative to the International Atomic Energy Agency in Vienna, Austria.

Naraine has a bachelor of science in nuclear engineering from University of Cincinnati, a master of science in radiation physics from Georgetown University and a master of business administration from Georgetown University.
